It's from Bethesda, since their paid mods fiasco they have been offering lower discounts, for example, the Fallout pack that contains the first Fallout games (not 3 or NV), hasn't been higher than 66% off, and that was only on a 24 hours deal in the last Winter sale I think, when that pack has had a 75% discount a lot of times before. But since the paid mods thing failed they seem to hate PC gamers and they offer lower discounts, that is annoying because those games have been at higher discounts a million times before. It's all about youth protection, adults can buy pretty much every game legally. I'd say 99.9% of all games could be released uncensored in Germany without problems.
It's just the publishers and Steam that don't care or don't understand the german law situation (or don't want to understand it) and just throw out low violence versions or block games from the store entirely. There are exceptions of course. Games like Wolfenstein which contain nazi symbols are actually banned unless the publisher releases a censored version. Although that's ridiculous as nazi symbols aren't a problem in movies. I have the GOTY edition on Steam, 276+ hours played under Windows 7 64-bit, game fully modded (56 mods) including some mods of my own and the unofficial patches. The game plays flawlessly, and it's a much better experience on PC than with the Xbox 360 version (which I also own and played). Two more RL friends also have the same edition on Steam and they also played them without any issues on Windows 7 64-bit.
Just some little and easy tweaks were necessary in the three systems to play it perfectly: the INI thread fix to end the random crashes, GFWL Replacement, and FOSE to be able to use the Fallout Stutter Remover plugin and a few other mods.
